A Competitive Proposal or Sealed Bid process is required for all purchases of $250,000 greater per Board of Regents Policy Section 6.2.1.5. Please allow additional time for approvals if Board of Regents approval is required.
Types of Bids:
- Competitive Proposal – Also referred to as a Request for Proposal (RFP) is a formal solicitation process where specific requirements and desired outcomes are outlined for bidders. Bidders propose products and/or services that meet the specific requirements and desired outcomes. A committee evaluates the bidder proposals to determine the lowest responsible bidder.
- Sealed Bid – Also referred to as an Invitation to Bid (ITB) or price-based bid is a formal solicitation process where bidders are asked to provide firm fixed pricing on a specific good and/or service. The contract is awarded to the bidder whose bid, conforming with all the material terms and conditions of the invitation to bid, is the lowest price.
- Request for Information - Requests for Information (RFI) are formal solicitation processes used to obtain general information about products, services and/or suppliers. RFI’s are not used as a sourcing selection method to procure goods or services.
